UI Scaling in Windows 8

I am enjoying using TVPaint on a small Windows-8-based tablet, the Asus VivoTab Note 8. The performance of the software is flawless, but like the Android users I am having difficulty with the tiny tiny buttons of the interface. I hope in the near future there will be UI scaling options for those of us using portable devices, because in all other respects, TVP is a wonderful portable sketchbook!

This is something affecting a traditional desktop user as well, since I noticed it gets harder for me to hit all those really tiny buttons and arrows.
I imagine a general function, which could get turned on/off globally, behaving like this: each time the cursor hovers over such a small item the button or whatever GUI element it is gets enlarged immediately. I think this is possible since the tool tips are triggered the same way already. (The dock item behaviour of Mac OSX could serve as an example, although it needs tweaking.)
It would be nice if the scaling factor coud be user adjustable. And I think this should have an overall "enlarged button" style (maybe by adding some underlying shape to make it visually stick out from the normal application look below) which also could serve as focus defining area, a bit like a modal window, to make sure any click gets to the right target.
(This could be a feature request.)

Not that funny ... I already have to use a magnifying glass for fine print on paper.

By far the toughest thing to deal with is the head/tail of each instance, which is about 1mm square on the display of my tablet. Every time I try to stretch an instance, I end up moving the layer instead...
