'No Border' on One monitor With Dual Monitor Set up

I use Windows and have one screen and one Cintiq.
On windows systems TVP has a "NO BORDER" function Preferences>Inteface>Windows>No Border
When I click this TVP fills out both of mu Monitors.
I would like also to have the choiche of TVP only fills out one of my Monitors(my Cintiq) So I still can look at reference images on Google chrome on my other Monitor and read the script in google drive im soryboarding to while drawing in TVP. with "No Borders".
Is this possible?

everything is possible, but this one is difficult to do.

That said, I remember a small free software allowing to manage the max size of a window on the desktop.
I will try it to see if it works.
