I'm not sure exaclty when it happened, but for some reason, my custom tool panels and tools have all seemingly dissappeared.

All I've done is update the version of the TVPaint, I'm pretty sure this is the second time this has happened.

Is it just me? Has this happened to anyone else?

I'm currently running 10.18 on Window's 7. I have more than one license, could that be the reason if I am using a different dongle?

Any help would be great...I really hope I haven't lost them for good, since I spent a fair amount of time making them.

Are the panels still available in the windows > custompanels menu ?

No, I checked there, but I didn't see them.

did it happen after a restart of TVP? If so - check your startup settings (Edit>Preferences>Startup) - we put it always on "last project settings" , this way TVP loads all the custom settings that you used before
are your keyboard shortcuts gone too?
also next time, I suggest you save a template of your project in case you loose settings again

Yes it happened after a restart, I may have change that setting that you mentioned, I will have to check when I get home. Hopefully that's all it is.
