Is it possible to create a shortcut to toggle custom panels?
(Like you can toggle 'official' panels)

Hmmm, I don't think so.

Edit : yes you can, but it will affect ALL custom panels, not only one.

toggle.jpg
then give your action a name
And then you can assign a shortcut to this action
