I sometimes use TVP on two monitors, but sometimes only on one. When I'm stretched to the second monitor, all my panels are where they ought to be -- but when I double-click the TVP title bar to expand the interface to only one monitor, the panels which were open off to the side get stuck in the netherworld. It would be nice if they would jump over to my active monitor, instead of me first having to drag over each floating panel before I switch to the single monitor layout.
Really and truly, I wish that TVP didn't have the gray background window at all. I wish I could drag my panels outside the main window the way I can in the Adobe programs. I know this is a longstanding request for you, but it's the #1 thing for me.

I'm going to add my voice to this. TVPaint badly needs this feature implemented. A whole slew of outside interferences can malign TVP's layouts, such as an updating of NVIDIA, a crash caused by another software, a power failure in the neighborhood etc. When I recover my computer, I can go to Vegas, which I know will also be all squished and in disarray, but with one click of a button I will be able to straighten Vegas' GUI into any of several layouts I had earlier placed into its memory. On the other hand, TVPaint is going to require work when such a crash occurs because I know that all the panels will be piled on top of each other within a single monitor -- just like Vegas' was -- but there is no way to bring things back to order but to painstakingly drag each panel out of the pileup, one at a time until it's done ... it's really a drag.
