Search in the user-manual : lesson 6, page 5 (impress mode)
That is not exactly the same tool as painter, but maybe it will help you.

yep, impress require a spare image as source,
btw, are you aware on the PPalette plugin from Lemec ?
it seems his "FX Paint" mode is like something for your purpose...
lemec wrote:Basically, when you turn on FX-PAINT, you can use the airbrush, penbrush, mechanical pencil, standard pencil, wetbrush or text tool to paint the FX-stack's effect onto the canvas!
It works by running the FX stack and then storing the result into the Spare buffer, then setting the brush to Merge. You can probably create your own toolbox button to do this, but PPalette goes one step further:
You can turn on a setting to update the Spare snapshot with each brushstroke so that each brushstroke has a cumulative effect. Also planned is a PreFX and PostFX stroke that let you draw regular brushstrokes, and then have the FX stack automatically apply the effect on the stroke before or after the stroke.
to get more details on this PP plugin, have a look to the dog samples there:

Unzip the package and copy the content (.bin, .dip files) in the c:/program files/TVPaint/TVPaint Animation/plugins directory.
The plug-in will automatically be add when you will launche TVP Animation.
On Mac copy it in the plugins directory too.
