Transform multiple frames without re-timing?

Hi,
I have a sequence of animation across multiple layers and timed largely on "two's". Now, in trying to transform a layer (select frames, transform etc.) I find the scaling I'm after has worked fine, however I now have one instance for every frame.
For example, what was one instance held over 5 frames, after the transform is applied becomes 5 identical instances of one frame each (see below).
Before: After: Is there a way to transform multiple frames without all the holds being chopped up in to single instances?
Cheers.
