Load a sound to a specific frame in timeline?

Is it possible to load a sound file to a specific frame along a timeline or will it always be loaded onto the first frame of the clip?

It is 30 minutes long (WIP really) so may take 10 or 15 minutes to download.

I used to train my dogs with similar passion many years ago but dropped the habit and decided to enjoy them just as they come; my dogs don't understand a simple command such as "sit!" but most of the time will come when I call them.
