Stat Image 1 vs 0 in TVPA Standard 9.5.4

I'm having a hard time finding out how to set the start frame (aka "start image") to 0 or 1 in the timeline. Sometimes I start a new project from a preset, and it starts at 0, or if I start from a film preset, it starts from 1. The manual says this can be changed in "Project > Start Image", but there's only 4 options under that menu, and I suspect the manual is outdated when it comes to this setting.
