Punish for not drawing on computer?

Is there a way to make a back ground layer on art that is scaned in? Every time I make a new layer its over the scaned art work. I fell like I am punished for not drawing in the computer. I new to the software. I'm really old school trying to move up. Any help for some one just wants to color art work like comic pages?

Hi, I'm not sure to understand correctly your request, but I think you have to give a try to the Scan Cleaner FX and work on its profil curve ( it turns the background into a transparent one, and make the drawing line in black color :) )

Two points:
You can move layers to change their order. See the manual chapter about layer management. A new layer will always be created on top of the currently selected layer, but you can move it anywhere once it's created.

The Scan Cleaner FX is what you want to use to keep the black lines, but make the paper white transparent.

It's an effect in the FX Stack.
