Hello, fill inside seems to work normally on my end.
Could you maybe post the same example but with your whole TVPaint interface visible, please?
I must have missed something.

For what's it's worth in tracking down the source of the problem , I can not duplicate this issue on my end, using TVPaint 11.7.3 on MacOS 12.7.1 Monterey. Fill Inside with Layer as source or Display as source works correctly on my end.

Maybe it is a Windows bug ?

I had a look at my layer structure and it appears as though the issue is related to the alpha channel, I have a solid white card that fills the whole canvas at the very bottom of my project file for some reason, I can understand why it results in this behavior but I wonder if there is any way to improve this functionality? I'm still able to use the fill bucket tool with the solid white background layer turned on..

Ah , yes, I see now ; when I add a solid white layer under the other layers I can duplicate the behavior you describeb (Fill Inside works with Layer as the source, but does not work with Display as the source). However, if I simply turn off the all-white layer and use Fill Inside set to Display as the source, it works as expected , then I can re-enable the white fill layer.

I'm not sure what the purpose of the white filled layer is in your case ? If your Background Color is set to White it gives the same effect as having the white layer.

Can't confirm. Created solid white layer on bottom, had 2 layers on top and used all fill methods successfully.
