flickering TV

hello people, I am working on a yet unnamed final animation of the year, and I have an openingsshot which requires a room lit up by flickering TV light.
To get an idea of what I want, here's the opening shot of the town
http://junk.paulm.com/openingsshot1.mov , and I want one of the rooms in the right building to be lit up subtlely.
I tried doing the light frame by frame but that looked quite silly and distracting, does anyone know a good manner to achieve this with effects? or is it better to use After Effects for this sort of thing? [/url]
