JSON import- too many time remap keyframes

The JSON import script is generating a time remap keyframe on every frame of the composition instead of only putting time remap keyframes on frames where an instance is supposed to change. AfterEffects is putting 00:00:00 on every frame where the JSON is not instructing the script to place a time remap keyframe.
