Pan layers

is it possible to pan or transform to images or more on two different layers at a time?

No it is not possible but you can pan one frame on the first layer. Then go to an other layer and push Enter. For many images on one layer, pan one frame, then undo the action. Select all frames you want to pan on your layer and push Enter.
