On Mac Preferences is greyed out in the usual location, but work only in Edit menu

On Mac usually the Preferences of any app can be opened through the most left menu item with the app's name. TVPaint lists that option in the menu, but it is greyed out. for a moment I got confused until I remembered that in TVP you have to open preferences from Edit menu. question is why is it then listed in 2 places?

I think this one is the place Mac OS requires a preferences link (and maybe generates it automatically), while the other one in "edit" is the one TVP actailly uses. I agree this is confusing.

hmm, I don't think it is generated by Apple - all other apps, that don't use Preferences from this menu, don't have them listed...
