adding "noise" to an image

Hello,
in many today's animations you see objects that are constantly animated with a little "noise". Its hard to explain that.
Maybe you see the Red Bull commercials and you know what I mean. This is a certain style element they use.
I know how to use this with the Auto Paint Stroke Recorder (I can add "noise" when I apply the FX to my anim-layer. But I want to apply this effect to a still image.
There is a stylize effect noise, too. But it creates a different result.
