CodeMeter Licenese does not work on MacOS 10.12

I have a MacOS 10.15 machine and a 10.12 machine,
so I tried to see if WIBU works on 10.12,
but the license container failed to move.
Do you know the cause?

You may need to activate an extension from System Preferences -> Security.

The new CodeMeter runtime versions (starting from 7.0) support only MacOS >= 10.13.
You may try with this
former 6.70 driver.

Thanks for advice.
I installed attached file and version, but not activate.
I attached condition and log of CodeMeter.
