Out of the two 2d vector animation programs, which do you prefer using, and why?

Moho, because I already use it for a decade.

If you need to do cut-out animations, there is also Celaction.

Kind of. It's used synonymously.

If you work with cutouts, in most cases you would use a bone rig as well.
If you use a bone rig, you can work with cutout parts or vector parts or a combination of both.

Would you say that Moho is to cut-out animation, as TVPaint is to frame-by-frame animation?

Certainly I would say that, but I haven't even worked with other software in that field. Biggest competitor would be ToonBoom, there's a long thread about it in comparison to Moho here: http://www.lostmarble.com/forum/viewtop ... =7&t=25763

There's also people who use CelAction for cutout style.

From my experience with blender I would not recommend it for 2D cutout-animation. Maya seems to be a pretty good choice for it, from what I heard, since mayas bone-system is pretty good.
Daniel Gies for example uses After Effects (with Duik and some custom scripts) or Maya for his 2D cutout animations.
