closest thing to transform for single image on a layer is to use Free Cutbrush.. use with left mouse button to duplicate your image, right mouse button lifts image off layer so you can reposition it.. lay down image where you want with left mouse button... multiple clicks let you create multiple instances wherever you want to lay them down. just have to play with the four version of the cutbrush tools. let us know what you find most effective for what you are trying to do.

you can always save your selection to the bin for future utilization.

I would like to be able to use select tool and be able to reposition(transform) with arrow keys as is done with so many other programs.
