oh but does the second proposal work?
it seemed as if the 2 red ellipses layer, with the greyed out 'Tint' Blendmode was not in blendmode color?

Sorry, I'm not sure to understand.
This project is set with "no background". In the above layer, that is in color mode, the blue and green spheres come over the layer below, wih the red ellipses. I made no change to the blending modes, I just updated the UI behaviour. TVPaint applies the blending mode "color" to the bottommost layer, always.

well,
in the movie, the bottom layer (with the greyed out 'tint'blendmode which should display as if in color mode) did not display the red spheres....
but it should in color mode... that is why i was confused about the movie
the image is a mock-up of what i expected to see... in the movie i did not see the red elipses

Ah ! yes indeed, the blending rendering depends on the layer you select. In the recording I just moved the layers up and down, without changing the selection, that's why.

haha.. oh no we keep going from one confusion to the next....

what do you mean there?
i though the effect of a blendmode only depends on what is on a layer and in what order the layers are stacked... and that which layer is selected, should not make a difference... right?.... sorry i'm confused again.

Technically, I think you're right ... the version you saw on the video is a development version, so maybe I created a regression somehow. I'll check that !
But, by the way, I read somewhere that some blending modes are symetric and some other are not
