Paul, position/size of the FX panel and project windows are saved in the ROOM.
TEMPLATE will save your project dimension, frame rate, fields etc.
So Templates are for the technical (animate in 2's or 3's, HD or SD etc.).
and Rooms are interface.
It goes like this:
each user profile contains 4 different room setups (UI, and keyboard layouts).
Changing a room does not affect your projects.
each user profile also contains a list of templates (default and custom ones).
Changing a template affects the project itself, and nothing else.

OK, I get it. But I never had anything confused with rooms -- I know the difference. What I wasn't aware of was the limitations of the template save to the project size, and frame rate. Because those settings are pretty standard for all my projects now, but earlier I happened to have been working and saving templates of more varying settings, I was getting the impression that templates aren't saved the way they used to be. Thank you Asaf for the helpful clarification and taking the time to EXPLAIN.
