use a "Re-Apply on Heads only" command* instead of the standard "Re-Apply" (= enter key),
- Assign this new (buttonized) command to a shortkey, "&" for instance,
then, after your range of frames selected, Pan the current frame with the normal Panning tool,
and hit "&" key to [Undo + Re-Apply] in once ...
it has some limitations, (such as you have to start your frames selection on a head), but it works nicely.
