How to Animation with TVPaint Animation

I am new in video animation and still learning, by profession I am a graphic designer and really interested to convert those graphics in animated form, while searching I have found this community about animation but don't know where to start and i really want to create some thin like that http://www.logoglaze.com/animated-video can any help me to in this matter.?

Cell animation is probably not the best choice for this kind of films, cause even if you probably get the best looking results it's too time consuming = too expensive for most of the smaller clients. Maybe you should take a look at Adobe After Effects in combination with DUIK, Adobe Character Animator or Moho Pro.
