ah thats the confusion , what you call borderless is called fullscreen in tvpaint (your term is maybe a better description but thats what its called in tvpaint)
in fullscreen mode you cannot have multiple project views and my point remains you shouldn't be able to generate new ones while in fullscreenmode.
