Stretch to new framerate with george WITHOUT interpolation

Improvement request for "TV_FrameRate"

I'd like to be able to stretch a project to a new framerate with WITHOUT interpolation.

Currently you can only:

Stretch WITH interpolation to new framerate.
Set new framerate without stretching.
