Confirm 'custom panel delete'

I've often accidentally deleted a custom panel when I wanted to rename it. There's no way to undo it and you just lost it. When I do, I force quit TVPaint so it doesn't save the changes I made, that's the only way I can then recover the panel.

It would be nice if TVP asked "Are you sure you want to delete this custom panel? Yes/No"
