Purchasing TVPaint

I plan on purchasing TVPaint very soon. I live in the US so i'm keeping an eye on the EUR/USD currency conversion. How (or rather when) is the rate converted when making the purchase? Is it an up-to-the-minute calculation, based on the previous day's conversion, the previous week's, an average???

Also, since it will be an student license, i simply email you a photo picture of my student ID after making the purchase, is that correct?

That's an interesting question. As the payment is made via PayPal, maybe you should better contact them and ask them how they proceed.
Today, the Euro / USD conversion is : 1 euro = 1,296 USD.

I just looked the currency chart on xe.com and this week, the change rate was between 1,293 and 1,306. On the Professional Student Edition, it means 6 dollars of difference.

How does PayPal calculate currency conversion/ exchange rate?

If a currency conversion is needed for your payment, we'll use a retail exchange rate. The retail exchange rate (set by an outside financial institution) is our wholesale cost of foreign currency plus a currency conversion fee. This fee depends on the currency you are converting into. See the Additional Fees section of the User Agreement for details.

Keep in mind that some of the rates quoted in the media are the inter-bank rates that are available only to the largest international banks, which purchase currencies in quantities of US $1,000,000 or more. A more applicable comparison for consumers is the exchange rates quoted at airports or other consumer currency exchange shops.
