Cursor stuck as arrow

I'm having a really frustrating experience in standard version 9.5 where my brush cursor, which should appear as a dot, is stuck as the standard black arrow. I have restarted the software and I have followed the advice of another user by going to the menu bar. Going to the menu bar makes it turn back to a dot for a secod, but when I go to draw, it reverts to the arrow. Please help.

Go to preferences>Interface>Cursor>Pen 2 (or whatever you choose)
