Instance handle Shift(or Ctrl) drag drags like where visible layer selected
i think this could be helpful . Im having outline on one layer and color on another and this would make it easyer for me to keep the timing of layers which have instances that should be in sync.
by the way. isn't ctrl drag of handles Deprecated because the upper handle is the ssame effect?

maybe as time-consuming than [Ctrl]-selecting the 2 or 3 layers you want to retime (line - shade- color).
I personally would prefer a [Ctrl]+ Drag to keep synch all the layers of the same color-code,
each character its own color-code, so you will be able to change the timing (sliding tails)
on the current layer and all other layers of the same color-family in once .

Or maybe both the suggestion aren't good enough for what about you want to time to layers with different number of instances.
I doing storyboard with background on one and characters on another. and sometimes I would like to drag remove expsures from all layers. so sometimes I whant it to work on mu character and sometimes I want it to work on all layers in the clip?
But maybe some of better layer timing linking is planned for a future release.?
