Layer panel controls

I read in one of Peter's postings that you can set your layer panel to disappear until the mouse or stylus moves into the lower area of the screen. And it works great. My problem is I don't know how to get it back the way it was again. I lost the control icons up in the right hand upper corner, all I have is an arrow that does nothing.????

try to double-click the timeline panel's top-bar,
then, you can play again with the control icons of the panel.
