How to create a custom panels

I want to make a custom panels of myself.
But I'm in the dark about it.
Could you tell me how to create a custom panels?

I want to put a george script files in a custom panels.
and I will make a george scripts more user-friendly. >.< A george scripts are hard to use, Every time I try to use the george scripts, I must do select. really inconvenient!

RMB in the empty space of any of your existing panels>All Panels>New Tool Bar
RMB in New Tool Bar>Add Action>click on End, and go from there.
