is it offset (X, Y) in the canvas area, or is it offset it (t) on the timetine, ... or something else ?
and why (what for) to move it ? if you explain in depth what's your goal, and the workflow you think the right one,
maybe we will have some other (alternative) way to suggest you, but without more details on what you're trying to achieve, what config (hardware, OS, temp directory/partition, undo cache size ...) you are running, it's difficult to help you with effective advices ...

definitively something wrong in your workflow ...
I'm curious, are you rotoscoping with the video file as template ?
do you need the video in the final display of your scene, or it won't have to be visible ?
what the framerate of your video, and the framerate of your project ? are you animating in 2's ?
btw, if you have to "modify" the video layer, (draw, FX, KeyFrame, re-time ...),
I think you need to preload it first.
