Hidden layer always invisible

Hidden layer always invisible
I am suddenly quite unhappy with this new arrangement. Now that any layer that is hidden (red button) is impossible to view, how does one conduct a one by one search through all layers? It used to be that when I needed to make an overall search of layers I would hide them all and with up and down arrow step through all of them, one by one, to see what each layer looks like. This can't be done anymore with all layers visible or hidden. Do you guys have a new way of doing this which alludes me?

I used to make all layers visible, and toggle the "Display All/Current Layer" gadget, [H] enlighten.
then, with up and down arrow step through the layers stack, you see each single layer one by one.

Sorry, I didn't understand you well. Yes, this is how it can be done. I've just been used to doing it the other way, which can't anymore but all is well. Thank you.
EDIT: And they can now be all turned off (red) and with H turned on too, you can go up and down through them and see them -- how astonishing! Lots of changes to my old workflow habits, and this is actually a good one.
