...is such a cool feature of the paintbucket tool.

Why not also have "AutoPick Color" present in the freehand painting tools?
It would allow you to manually repaint an image/photo on a lower layer, using TVPaint brushes as drawing/painting tool, but with the colors automaticly picked from the reference image.

Having said that ...i distinctly remember using a function like that in TVPaint
(where i could paint and for each new stroke the tool would automatically pick the color from the underlying (layer) image)
But its possible that was a function offered by a third party plug in... i can't find it back now.

The is a custom brush mode doing that (Source Mix? "Melange Source", depends on humidity parameter), and the "Special Brush" (round with a water drop)
