I found out what the problem is:
It has to do with the windows monitor scaling.
When you work on two monitors that have different scaling in windows " System>Display " the startup panel gets mangled.
in my case, normally my main (large) monitor is at 150% and my 2nd (smaller cintiq) is at 100%
when i open tvpaint on my main and move the startup panel to the cintiq it gets cropped.
when i set both to 100% the startup panel stays the same
when i set the cintiq to 150 and the main to 100% its the other way around
