10 yrs ago this question would still hurt lots of people because they couldn't afford any of the powerful machines we use nowadays. But now ...
Imagine a standing character filling your project from top to bottom, supposed to start walking sideways. Which project size would you be most comfortable to work in? 2K, 4K, 8K, whatever?
Me: I work in 2K and 4K. 4K only when the style asks for fine lines which are hard to control in 2K, then it's easier to work larger and reduce later.

I usually work in 2K and crop my projects a bit wider for some wiggle room.
4K is somehow too big for comfortably drawing in, in my experience.
Tvpaint doesn't have scale-able tools and they look very different in a higher resiolution so it would also require to rebuild tools.
its funny to me if i look at the size i used to draw animation in which was Pal in Dpaint on the amiga (later Aura on PC)
this was the industry standard for TV at the time its so tiny compared with 4k lol

I've been working at 2560x1440 -it scales to 4k or down to 1080p nicely and you can still draw with good detail.
