Strange pattern (underneath) is affecting my ink line.

A strange thing is happening when I'm trying to ink black lines. The black line goes lighter in certain areas. When I did a bucket fill of the entire screen, this is what appears.
Does anyone have an idea of what is causing this or how I can fix it?

You have a paper on. Left click the circled button to turn on/off, and right click to open up the menu for the paper settings.
