Hello, I mainly do video editing and animation but relatively new to music production. My question is can I use GarageBand software instruments to make stock content and license as long as I do not use the prerecorded loops?
Any idea?

Yes. You may use the Apple and third party audio loop content (Audio Content). But You will not be able to use the proprietary Apple ESX sounds in Finale nor Garritan Instruments for Finale (GIFF) in GarageBand.
I just shifted to windows os from Mac and I am still not able to run Garageband on my windows. Any idea of how this can work?

You can use emulators like VMWare to create hybrid macOS on your Windows system. Take reference from here: https://thegaragebandpc.com/
Please tell here if this works.
P.S.- It is better to shift back to the macOS system if you want to use GarageBand.
