I have experienced the same problem. A possible solution would be to use the 32bit version of TVPaint as discussed here: http://forum.tvpaint.com/viewtopic.php?f=10&t=10748 It seems the 32bit TVPaint has it's own limitations, e.g. no retina support and will be discontinued by Apple in the future...

What bothers me most and makes me think this is a TVPaint bug is that other software behaves just fine.
By the way you can see some measurement of latency and throughput from Astropad in the attached screenshot.
