Can not figure out how to make TVPaint rotate with my Cintiq 24 HD.

Heres a question thats kinda embarrassing. Is there a moving tool? Meaning a tool that I can use to move a drawing (image) around in the image window, instead of scrolling? Something like PhotoShop has. If not, no big deal.

Hi, can someone tell me how to set up my Cintiq 24HD so I can Rotate and Zoom on TV Paint?
Also, I would like to know were I go to change the settings on TV Paint so I can change the look as far as the colors on the buttons. Thanks!
