You're right it does but you need the monitor with the same resolution/size as the Cintiq otherwise you lose part of the Cintiq screen (too make a long story short).

TVPaint isn't multiple monitor aware, but you can stretch the application across both monitors and have your animation sub-window on your Cintiq and your timeline in the second monitor (you have to detach it so it's not stuck in place, the default).
