Yes, you can. As a matter of fact, I keep TV Paint installed on multiple computers (laptop, workstation, tablet,) and I move the dongle to where I want to use TV Paint.
The dongle is essentially a key to unlock the software wherever it's installed...so keep it safe and don't lose it!

As an artist who works at a studio that uses many different animation packages, I really don't find the OP's request so unreasonable. That said, as a user of many different software packages, there are some common output and motion formats with each program that can be shared with other programs, so...

I ran into the same problem back in September 2018. Here's the thread on the topic:

Importing as a Clip sort of solves the problem for me but with some inconveniences.
Hopefully they're still working to fix this issue.

There is an option in TVPaint's Preferences that multiplies the UI size--try dialing it up to 2. Since that seems easiest, I would try it first. Yes but if the padding is equally thick around the stylus, a deep slot may defeat the ergonomic reason for doing this. You could try it but I imagine it won't be very comfortable.
